Terminal Facility Improvements
CLE Engineering, Inc. (CLE) was retained by CITGO Petroleum Corporation (CITGO) to provide hydrographic survey, engineering, sediment sampling and testing, permitting, contractor bid solicitation and construction services for the maintenance and improvement dredging at their terminal berth facility located on the Fore River in Braintree, MA. CLE had previously obtained authorizations for maintenance dredging of the berth with offshore disposal at Massachusetts Bay Disposal Site (MBDS). This dredging was completed in 2007. Based on CLE’s annual berth condition hydrographic surveys, Citgo recognized a need for maintenance dredging and considered an expansion of the berth.
CLE was tasked with obtaining permits for widening the existing 100-foot wide by 38-feet deep berth area an additional 20 feet seaward as required to restore and improve access to navigable waters to/from the commercial facility. Implementation of this project was essential to allow for continued, efficient and safe delivery of gasoline, diesel and heating oil. Approximately ±2,800 cubic yards (CY) of material was mechanically dredged and disposed offshore at the MBDS. CLE performed pre- and post-dredge payment surveys and provided on-site resident services which include water quality monitoring during contractor operations. Construction activities required coordination around scheduled deliveries at the terminal so as not to impact daily commercial operations. Dredging was completed in January 2015 at a cost of $325,000. CLE continues to provide annual condition surveys for CITGO as required to monitor berth conditions and to ensure safe use and access to their facility.
