CLE Engineering, Inc. (CLE) has been provided professional services including waterfront inspections, hydrographic surveys, structural assessments, design of repairs and replacements, permitting, and resident engineer services for Holcim’s marine terminals since 1997. Periodic assessments have included diver inspections, topside condition assessments, non-destructive testing of existing steel piles and sheeting, hydrographic surveys, sediment sampling and analysis. All terminals are active with frequent barge and vessel transfers of product; CLE coordinated dredging and construction activities to minimize interference with operations
CLE Engineering permitted, prepared contract documents and performed construction management for Holcim’s multiple dredging episodes including improvement dredging of the berth. CLE performed hydrographic surveys, developed and received USACE approval for a Sampling and Analysis Plan (SAP), collected sediment samples utilizing a vibrocore, and facilitated review by the USACE, EPA and DEP. Because the dredge material was not suitable for ocean or unconfined upland disposal, CLE designed an onsite temporary containment facility and worked with a licensed recycling facility to reuse a portion of the dredge material as an aggregate in the production of asphalt. Portions of the berth were not able to achieve clearance with conventional dredging equipment and CLE worked with the contractor to utilize a hoe ram to fracture the rock outcropping, dredge the materials and achieve berth clearance. Structural assessment and design services for this facility included fender pile replacement, inspection and analysis of the existing marginal wharf’s stability in consideration of the improvement dredging.
